::If a man wears what is commonly considered women's-only clothing, then he is objectively cross-dressing.  However, "exhibitionist" is a diagnosis of a psychological syndrome, and does not necessarily directly follow just because someone wears a certain type of clothing.  We should leave the psychological  diagnoses to the psychologists...
